Expressions of Interest - IFS Committee membership

Expressions of interest for membership to the three Industry Funding Scheme (IFS) Management Committees and Review Panel are now closed. Western Australian producers and others involved in the beef, dairy, grain/seed, hay, sheep or goat industries or supply chains are encouraged to apply for positions when the next call for expressions of interest opens. 

Guidelines for expressions of interest

Expressions of interest must be submitted by email to IFS@dpird.wa.gov.au by the closing date.

Emailed expressions of interest must indicate which Committee(s) you are interested in and must include:

  1. A three-page (maximum) letter addressing the selection criteria

    • At a minimum, each of the 'Essential' criteria must be addressed.
  2. A two-page (maximum) resume. This Curriculum Vitae pro forma must be used, which includes the following information:
    • full name (including title)
    • contact details (postal address, telephone number, email address)
    • current employer and position
    • work history and voluntary involvement relevant to committee position
    • qualifications/training
    • other committee/board experience (if relevant)
    • current contact details of two referees.

Selection criteria

Management Committees

Essential

  • meet the requirements of a ‘full participant’ of the Scheme 
    • or familiarity with the interests of the contributors to the Scheme or knowledge or experience enabling an understanding of those interests
    • or a financial interest in the industry to which the Scheme relates
    • or extensive or special experience in that industry
  • an ability to think strategically and to act decisively
  • a desire to serve the industry to which the Scheme relates
  • effective personal networks within the industry to which the Scheme relates
  • ability and willingness to commit adequate time to Industry Management Committee business and actively contribute to its meetings.

Desirable

  • experience with or an understanding of biosecurity in general, and the management of invasive pests, weeds or diseases in particular
  • a demonstrated understanding of good corporate governance and accountability principles and application, including an understanding of financial budgets
  • previous experience in an industry representational role.

The Industry Management Committees are skills-based committees. Each Committee requires a good mix of skills and diversity across its membership. The Committee terms of reference are available here, and further information on the Committee can be found below.

Appointments will be for a period of up to three years.

Review Panel

Essential

  • satisfaction of the requirements of a ‘full participant’ of the Cattle IFS or the Grains, Seeds and Hay IFS or the Sheep and Goat IFS
    • or familiarity with the interests of the contributors of one or more of the Schemes or knowledge or experience enabling an understanding of those interests 
    • or a financial interest in the cattle or grain/seed/hay or sheep/goat industry
    • or extensive or special experience in the cattle or grain/seed/hay or sheep/goat industry
  • a demonstrated understanding of good corporate governance and accountability principles and application in an industry environment
  • complete independence from the IFS Management Committees
  • an ability to think strategically and to act decisively
  • a desire to serve the industry concerned.

Desirable

  • an understanding of biosecurity in general, and the management of invasive pests and diseases in particular
  • previous experience in an industry representational role

The Review Panel is a skills-based panel, requiring a good mix of skills across its membership. The Review Panel terms of reference are available here.

Background

The IFS Management Committees oversee the IFSs. The Schemes use authorised funding arrangements for producers to raise funds to address priority pests, weeds and diseases at a whole-of-industry level. As required under the IFS regulations, the Management Committees:

  • advise the Director General of the Department of Primary Industries and Regional Development on the administration of the IFS accounts
  • consult producers to understand the industry's views on the operation of the Schemes and the performance of the Management Committee
  • report annually on the operation and effectiveness of the Schemes and any other matter relating to the operation of the IFS regulations
  • make recommendations to the Minister regarding the Scheme's areas of operation and contribution rates
  • approve payments out of the IFS accounts; and
  • approve programs and other measures to control pests, weeds and/or diseases specified under the IFS regulations.

A key role of the Management Committees is to fairly and impartially represent the best interests of the industry and Scheme contributors, and to provide effective governance of the Schemes.

The IFS Review Panel reviews applications for payments made under the IFS regulations, where the applicant is dissatisfied with the outcome of their application and requests a review. Through this process, the Review Panel may either confirm the original outcome of the application for payment or vary the outcome. The decision made by the Review Panel is final and without appeal.

The IFS Management Committees meet four times per year. The Review Panel convenes only when required. Committee and Review Panel members are paid sitting fees and are eligible for reimbursement of travel expenses in accordance with the Public Sector Commissioner’s Circular 2009-20. Executive/administrative support for the Committees and Review Panel is provided by the Department of Primary Industries and Regional Development.

The process for appointing members to the Management Committees and Review Panel is governed by the regulations - an industry-based Appointments Committee assesses potential candidates and makes recommendations to the Minister for Agriculture and Food. The Minister appoints members with the approval of Cabinet.
